Take a lesson from Texas - Legislate Tort Reform

Note this article. Malpractice rates came down after this legislative action:

This is one of the items not addressed in the Democratic Health Care Reform  Bill. Tear it down to it's component parts and get it right, piece by piece. Next preexisting conditions, then portability even if you don't have a job. I am sure there are other pieces that are staring the legislators in the face.
