Caps or not, that's the question

&#34;A government panel is deadlocked over the issue of campaign finance reform. The committee submits its recommendations to Justice Minister Tuija Brax on Tuesday.  <BR>However they could not agree on the key question of donation limits.  <BR>A majority of the working group urged a cap of 20,000 euros in municipal elections, 100,000 in parliamentary elections and two million in presidential campaigns.  <BR>However the representatives of the main government parties, the Centre and National Coalition, wanted no limit on campaign donations.
