Did EGW teach that the 10 Commandments were in force at Abraham's time

The law was preserved by Noah and his family, and Noah taught his descendants the Ten Commandments.

Patriarchs  and Prophets pg 363

If this quote is correct it goes against the Bible, does it not????

Galatians 3:17 What I mean is this: The law, introduced 430 years later, does not set aside the covenant previously established by God and thus do away with the promise
