a hand-up not a hand-out
I have become a fan of Mercy Corps. IMO, they have quite an impressive approach.
They have expressed their interest in providing that hand up you mentioned. Note this from their website:
"Mercy Corps’ team of emergency response experts is working to meet the immediate needs of survivors – water, food, shelter, hygiene – in the aftermath of the devastating 7.0-magnitude earthquake that rocked Haiti on January 12. At the same time, our team is laying the groundwork for longer-term recovery, drawing upon Mercy Corps’ three decades of experience helping disaster-struck communities transition from receiving aid to carrying out their own recovery."

Haiti Must Lead?
It seems to be a matter of courtesy. If, for some reason, you needed help to survive something and the government stepped in to help, they could do so dictating; or advising. Advice is easier to take; with the same results.
Perhaps, the USA should allow Haiti to set up a rice tariff like they once had. In those days, so it is said, Haiti grew enough rice to feed all its people. But, when the USA "demanded" that they allow American rice farmers to compete, the Haitian rice economy collapsed.

Seems like a good idea. My only concern is the literacy and the class of decision made if governing is not understood.
