a hand-up not a hand-out

I have become a fan of Mercy Corps. IMO, they have quite an impressive approach.

They have expressed their interest in providing that hand up you mentioned. Note this from their website:

"Mercy Corps’ team of emergency response experts is working to meet the immediate needs of survivors – water, food, shelter, hygiene – in the aftermath of the devastating 7.0-magnitude earthquake that rocked Haiti on January 12. At the same time, our team is laying the groundwork for longer-term recovery, drawing upon Mercy Corps’ three decades of experience helping disaster-struck communities transition from receiving aid to carrying out their own recovery."

Also, notice this example of their approach:

"Job Creation and Economic Recovery

"To jumpstart the decimated economy and begin rebuilding efforts in earthquake-affected areas, Mercy Corps will initiate a cash-for-work program that pays earthquake survivors a daily wage to clear debris, restore buildings and repair basic infrastructure. Through the cash-for-work approach, survivors carry out their own recovery efforts. Employing survivors gives them the dignity of earning an income they can then spend on the supplies they need for their families. Their purchases in turn help restart local commerce."

Oh really. How about accountability or an Advisory Committee for our tax dollars, or we will be in this situation again..... soon.

Haiti Must Lead?

It seems to be a matter of courtesy. If, for some reason, you needed help to survive something and the government stepped in to help,  they could do so dictating; or advising. Advice is easier to take; with the same results.

Perhaps, the USA should allow Haiti to set up a rice tariff like they once had. In those days, so it is said, Haiti grew enough rice to feed all its people. But, when the USA "demanded" that they allow American rice farmers to compete, the Haitian rice economy collapsed.

Seems like a good idea. My only concern is the literacy and the class of decision made if governing is not understood.
